Imagine a life huddled and protected from the outside world. Imagine a life outside in toxic air fumes, once inhaled you crumple to the ground in agony, soiled ponds and a polluted vast ocean with no clear water in sight. Plant life dead- almost nonexistent. A vicious virus spreading like the plague. A bleak and harsh world.
You can't can you? The people of Cove can.
Over four hundred years prior, war broke out. The world began to decay, and the early citizens of Cove locked themselves inside their mountain, sealing out the outside world. Lies were created, and rules set. No one was to go outside, for fear of contaminating the rest of the towns folk. A firm and strong rule had been set; inventing and creativity was off limits. This was to ensure people from creating new ideas and trying to go outside. Because outside of the mountain is far to dangerous.
Build hundreds and hundreds of feet down, nestled inside the hollowed mountain lies folk who have never seen the light of day. Truly, the sun does not shine down in or on the town. The Moon and stars are thought to be legend. The only thing in the 'sky' are the city lights, lanterns that hang the street, and jagged mountain rock. Technology is at a minimal. Only gears and cogs run things for 'safety' reasons. Most light is either run by large generators on level five, or lanterns and candlesticks are used.

There are six levels in Cove total, two of which are unknown to the public and workers. Only a select few (Higher ups) are aware, but not entirely sure of what those levels use to be. Each level has a designated area and workers are put into them. In your tenth year of schooling you are chosen depending on your academics which level you are put to work on, and what your job is. There is no switching, trading, or denying your job. What is said by the counselor, is final. Those who appose are forced and/or in extreme cases taken to REhab. The time here varies depending on the certain case.
REhab is the solution for trouble makers. Those who draw, create, tinker, ect are showing creativeness and new ideas are thrown inside and tortured. (Mentally, but in some rare cases, physically too) This is to prevent you and others from stepping out of line and trying to break rules. If rules are broken, then the outside world will get inside. No body wants that. Cove is safe. When those who come back from Rehab, they are almost an entirely different person. Like the life has been sucked out of them. They are very skeptic, jumpy and afraid to even speak after the first week of being free.
Depending on where you work and what level you are on, the times for working vary, however everyone gets off around 6pm. The town curfew is 8:30pm and lights go out around 10pm. Lights come back on around 6am. No one is supposed to (key word) to out past curfew and those who are do not go unpunished.

Level 1 - The ONLY entrance to Cove Mountain. It is unknown to all citizens and workers but a select few higher ups. Despite knowledge of its existence, it is unclear what use to be up there. No one has stepped foot in the first level in over 370 years.
Level 2 - The second town settlement that the founders of Cove created after sealing up the first level. Now it is nothing but a barren waste land. Filled with old town structures and strange machines far more high tech than simple burners. This level has a direct route to level 1 and is also secret from Cove Citizens.
Level 3 - Originally the agriculture center was built underneath the first town. Here plenty of vegetation, plankton tanks, farming animals, and various crops are here. This level is the brightest and largest level out of all six levels. Here the food is grown and raised by various workers, each having an individual task to complete and take care of. With out this level, everyone would be dead. 20% people work here
Level 4 - Cove City is the second largest level in all of cove. This is where the city is. Homes and buildings are made of wood, stone, bricks and metal materials. Level four is split into four sections. North District, East Distract, South Distract, and West District. Four distinct large roads separate each district and is known as 'main street'. Smaller roads and alleyways make up the rest of the map but have no names. Plenty of shops surround the main roads and lead up to town square. Town square is where the town hall, Cove Museum, fire house, Police station, Library (Off limits to public), a large park, and other buildings are located. Each district is different, one may have a playground and park, while another may have a small lake. 15% of people work here.
Level 5 - Level five is the smallest level, this level is where all the generators that help keep the city lit, water pumps, and various other machines are located. Maintenance is very high and only authorized authority may enter. No one with out a pass and/or isn't assigned to work on level five is not welcome and is quickly turned away. Workers here are armed with large batons and small pocket knives while wearing Olive green solider suits. These guys are generally larger and more bulkier folk. If not large, they have nasty tempers and a deadly gaze. 5% of people work here.
Level 6 - The place no one wants to work at, the coal mines. This level is the darkest and most unsafe level out of all (known) levels. The further you go down level six, the darker and less lights there are. Iron carts help miners push out coal and minerals used for the upper levels. Plenty of accidents and even deaths have happened here. Oddly enough, no body blames that lack of technology for these things, but too much technology is what causes the accidents. Although not so pleasant of a job, half of the citizens of Cove work down in level six.
The remaining 10% are either children and/or seniors who are too young/old to work properly.
Three main large elevator shafts help the people of cove get to and from different levels. It takes roughly anywhere between 5-8 minutes to get to one level to the next. It takes longer to get to the coal mines due to being dug down so far. Anywhere between 8-15 minutes depending on what platform you end up on. If not authorized, you cannot go to other levels but the one you work on and the town level. (Unless you be sneaking and creeping. )
Short summary: Steampunk town hidden away inside a large mountain known as Cove. Inventing is forbidden. For 400 years, no one has ventured into the outside world due to various (and false) reasons. One reason was a great war, another an infectious disease that was spread across the lands. In reality... I guess you'll have to find out for yourself and be one of the first to disobey the city order and go outside.
